This title is in a civil service competitive class that is subject to examination. Position is only open to applicants who are permanent as Administrative Education Officer, or permanent in an equivalent title that is eligible for 6.1.9 to Administrative Education Officer, or candidates who took the most recent Administrative Education Officer civil service examination.
Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high-quality teachers to meet the staffing needs of Department of Education (DOE) public schools and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. Research has repeatedly shown that teacher quality is the single most important variable in raising student learning. The Office accomplishes its work through a strategic, data-driven approach. Among TRQ's responsibilities are to:
* Serve as the primary marketing agent and source of information to individuals seeking to become DOE public school teachers, to recruit a large, high-quality, and diverse pool of candidates. * Design and manage recruitment initiatives, programs, and pathways for individuals to become DOE teachers, especially to address subject and geographic shortage areas. * Select a high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes. * Provide strategic assistance to schools to help them make optimal local hiring decisions. * Lead teacher portfolio initiatives, including incentives to promote an equitable distribution of teachers across all schools, and especially to ensure that students with the greatest need are served by highly effective educators.
The ideal candidate for this position will be able to collaborate with internal and external partners to (1) increase the quality, preparation, retention, and recognition of teachers, particularly in high-need subject areas and neighborhoods, (2) support teacher candidates and hiring managers through recruitment, cultivation, staffing support, and talent management efforts (3) build learning and career development experiences and roles for prospective teachers, current teachers, and teacher leaders to deepen their impact on student achievement. The ideal candidate will have experience in the classroom, in leading strong teams, and in program development in an education or education-related sector. Performs related work.

Direct Reports: Program managers, program associates, and/or part-time staff
Key Relationships: Leadership and staff within the Division of Human Capital, Division of Chief Academic Officer, and other DOE offices and divisions; prospective teacher candidates; school-based staff, including teacher leaders and principals; UFT; local university deans and faculty of schools of education.
Program Design, Management, and Evaluation
In close collaboration with partners:
* Design and lead comprehensive teacher preparation and teacher leadership training that is grounded in research and aligned with NYCDOE priorities. * Manage program implementation and continuous improvement of training and career development models. * Conduct analyses and evaluation on particular aspects of teacher training and career development and make targeted improvements based on data regarding predictors of teacher effectiveness.
Communication, Data and Implementation
* Serve as the primary point person for training central-based staff, school-based staff, teacher leaders, school leaders, and/or university partners in all programmatic matters and troubleshoot, as necessary. * Oversee the communications strategy with various stakeholders - including prospective teachers, teacher leaders, and hiring managers - at different stages of selection, enrollment, cultivation, and staffing. * Coordinate cross-office strategy to launch, refine, and support recruitment and staffing programs, with a focus on equity, access, and quality. * Oversee participant performance management, including strategy and implementation, to ensure that only candidates and teacher leaders who meet a high bar for successfully accepted and continue. * Design, develop, utilize, and manipulate data systems and data to achieve program goals. * Communicate with TRQ leadership about ongoing successes and challenges; proactively recommend solutions and ideas for improvement. * Confer with school leaders and field support leaders on policy and programmatic matters, including building school investment in program and troubleshooting challenges as necessary. * Hire, train, and manage part-time staff to implement various stages of training and career development models. Manage the budget and compensation for all part-time staff and ensure that they are appropriately prepared. * Manage 1-3 full-time team members. * Manage all operations and logistics related to program implementation, including large-scale training events.
* A master's degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or * A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in \"1\" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or * A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in \"1\" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or * Education and/or experience equivalent to \"1\", \"2\", or \"3\" above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in \"1\" above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.
