JCCA Overview

JCCAs Foster Home and Preventive Services Division stabilizes and strengthens nearly 4,000 families each year across the City, who are confronting crisis, coping with mental illness, family violence, substance abuse and stress, and struggling to provide consistent safe care for children. The Division also works with hundreds of other children who cannot remain safely in their homes, by placing them with foster families in NYCs diverse communities, working to strengthen birth families, supporting foster families to provide comprehensive care and leveraging additional services and supports to help children and youth thrive.

Job Summary:

The Vice President of Foster Home & Prevention Services is responsible for all aspects of day-to-day oversight, program planning, project management, budgeting, staffing and operations for the Foster Care and Prevention Division at JCCA. Using data-driven and change-management strategies and approaches, the VP ensures that high quality, comprehensive, and effective services are delivered to families, young people and children at all times and across all departments. The VP comprehensively works to embrace and integrate data for continuous quality improvement, promotes innovation and creativity to solve problems, and ensures that youth and family voice is elevated and integrated into all aspects of program planning and service delivery. The VP ensures that Division staff are focused on preventing system involvement for at-risk families, and/or achieving swift, safe and stable permanency for children and young people who must enter care. The VP works to quickly prioritize and address service gaps and performance deficits through the implementation of coordinated improvement initiatives and ensures that all systems support high quality child welfare practice that promotes the safety and well-being of children and families. The VP, together with Legal Staff, also ensures that family court practice adheres to relevant legal standards and that child safety, well-being and permanence guide decision-making. As a key ambassador for the Division, the VP also represents the agency at multiple coalitions throughout the City and State and serves as a primary liaison with oversight entities, works to develop and cultivate partnerships and alliances that will advance the agency mission and benefit children and families. The VP ensures that the Divisions primary focus is the children, young people and families we serve.

Essential Job Functions:

Strategic Vision and Leadership

  • Elevate and animate JCCAs overarching mission and strategic plan; Articulate a vision for FHS and Prevention and establish a clear operational plan of action to achieve agency and divisional goals and objectives;
  • As a member of the agencys Executive Team, work proactively, productively and collaboratively with other ETM members and across divisions to advance agency and divisional goals; Seek out, accept and share constructive feedback and input from colleagues regarding agency and divisional challenges; Work collaboratively across divisions to jointly solve problems and challenges; Actively engage Executive Team members and other agency leadership to marshal a range of perspectives, leverage an array of expertise, appropriately allocate resources and break down counterproductive silos;
  • Drive and sustain change wherever necessary; Animate and operationalize strategic planning; Set and advance strategic goals, objectives and action steps;
  • Promote excellence in child welfare practice at all levels; Champion best practices adopted by ACS, OCFS and lead efforts to ensure that JCCA remains at the cutting edge of new research and practice models;
  • Promote and model dependable, responsible, consummately professional and accountable practices, communication and behavior as well as positive program norms and teamwork among staff across the Division;
  • Serve as a key JCCA ambassador and representative at public functions, events, forums and through partnerships, at development meetings with governmental oversight entities, with city agencies, the non-profit community and with government and private funders;
  • Work to define issues, extract and validate information to pro-actively develop solutions when alternatives, information and objectives are ambiguous; Think and plan strategically regarding time and resource priorities;
  • Management and Administration

  • Lead and oversee all aspects of day-to-day operations, program planning, and service delivery across the Division while championing and advancing the agencys and Divisions strategic mission, goals and objectives;
  • Embrace, coordinate and lead all aspects of the Divisions successful transition to Medicaid Managed Care including reshaping and realigning the workflows and workforce to provide comprehensive services while maximizing encounter-based revenue; this will require a new focus on timely documentation for successful billing;
  • Coordinate closely with Compliance, Fiscal and Administrative leadership to ensure program operations and systems, including the consistent use of MyEVOLV- the agencys EHR -- are fully integrated with billing and reporting requirements and standards; Ensure that program and system improvements or changes are consistent with EVOLV and meet all other regulatory documentation standards and needs;
  • Plan, coordinate and lead large -wide efforts to ensure JCCA responds appropriately and comprehensively to statutory, regulatory, service model and service delivery changes across the system;
  • Closely manage and drive outreach, intake, utilization and census, and ensure goals and targets are routinely met and/or exceeded;
  • Together with the CPO, Finance and other Divisions, coordinate the budgeting, budget management, and aspects of contract management for the Division; Participate fully in program planning, proposal writing and fund raising efforts; Coordinate closely with Finance to ensure budgeting goals are realistic, and that staffing plans and spending align with agency needs and resources;
  • Ensure that services delivered to children, young people and families are outcome-focused, measurable, sustainable and culturally-responsive according to and, when possible, exceeding NYC Administration for Childrens Services (ACS) and NYS Office of Children & Family Services (OCFS) standards and expectations;
  • Maintain a current and comprehensive understanding of relevant performance measures, standards, and expectations (e.g., ACS Scorecard, etc.), and working with appropriate colleagues, update program policies and protocols, staff training and supervision accordingly;
  • Together with agency leadership, champion the development, design and implementation of daily dashboards and other tools to ensure that, on a daily basis, Division staff access and assess their individual and team progress towards best practices and compliance with contractual standards and goals;
  • Prioritize, develop, implement and oversee program initiatives necessary to address identified practice challenges, build communication and feedback loops, devise project objectives and measures, strengthen and enhance the service continuum, ensure comprehensive documentation occurs to improve outcomes for youth and families;
  • Respond when necessary to case emergencies outside of scheduled work hours;
  • Perform other leadership and managerial responsibilities and tasks, to be determined;
  • Staff Development and Supervision

  • Hire, cultivate and manage highly competent and dedicated staff across the Division; Establish and maintain high standards for performance; Provide regular, constructive and solution-focused supervision to at least four direct reports including the Assistant Vice Presidents of Foster Home Services, Preventive Services, and Program Quality, and the Director of Home Finding;
  • Engender and require a high level of accountability among all Division staff; Infuse and embrace data driven techniques and expectations into all aspects of supervision, performance evaluation and oversight;
  • Challenge and support Division leadership to support staff development and to establish and track clearly articulated goals, tasks and deliverables;
  • Ensure that monthly FHS and Preventive Director meetings in each borough promote problem-solving and data-driven program planning to strengthen case practices, improve data fluency and integration on day-to-day basis; ensure that data entry, documentation, and reporting compliance is fail safe; and work urgently to continuously improve child and family outcomes;
  • Strategic Outreach and Partnerships

  • Serve as a the primary liaison and point of contact for Foster Home Services and Prevention with the NYC Administration for Childrens Services, the NYS Office of Children and Family Services and other crucial oversight entities, external partners and stakeholders; Represent JCCA at citywide industry meetings, consortiums, coalitions, advisory and working groups;
  • Cultivate strong, dynamic relationships with oversight entities including ACS and OCFS as well as the child welfare provider community to ensure that regular communication, collaboration and exchange regularly occurs, that JCCA is well and consistently represented at all ACS and OCFS workgroups and meetings, that JCCA is a strong participant in COFCCA and other relevant consortium and coalitions, and that JCCA participates fully in any and all joint problem-solving opportunities and planning sessions for child welfare practice changes with both city and state entities and other providers.
  • Education, Experience and Skills Required:

  • Masters or above in Social Work, Public Administration, Psychology, Law or other related field required;
  • 15+ years of successful experience in data-driven management in child welfare, juvenile justice and/or related fields, and experience in program evaluation and improvement;
  • Extensive successful experience in program management, day-to-day operations and management-level staff supervision;
  • Successful track record of translating, integrating and improving statistical fluency and competency for all levels of staff;
  • Successful experience in establishing and maintaining strong, intra/interdivisional collateral collaborations;
  • Experience managing budget with multi-source revenue with time and effort requirements required;
  • Experience and technical proficiency with Electronic Health Records, specifically MyEVOLV strongly desired;
  • Experience managing culture change in a workplace, i.e., substantial change in workflow processes (e.g., Managed Care transition) strongly desired;
  • Knowledge of Medicaid and Medicaid Managed Care strongly desired;
  • Experience in child welfare and juvenile justice strongly desired;
  • Extensive knowledge of Connections (CNNX), Promis, ARTS, and other New York City and State child welfare data systems strongly desired;
  • Working Conditions/Physical Demands:
