Position Summary: In alignment with the Mayor's Equity and Excellence agenda, the Division of School Planning and Development oversees a broad range of DOE offices and functional areas including the Office of Space Management, the Office of District Planning, the Office of School Design and Charter Partnerships, the Office of Nonpublic Schools, the Impartial Hearing Office, and the Educational Construction Fund. The Division also coordinates interagency work with the School Construction Authority and Educational Construction Fund, manages relationships and operational interactions with public charter schools and non-public schools, and administers the impartial hearing process for parents seeking relief pursuant to IDEA.. The Director of Technology and Information Systems within the Impartial Hearing Office (IHO) provides leadership in the development of strategic approaches for the integration of technology and information systems. This includes oversight of the Department of Education's Impartial Hearing System (I.H.S.) and eventual redesign, implementation, evaluation, adoption, and integration of supporting information systems. The Director of Technology and Information Systems will also advise the senior leadership team on program technology needs and provide technology-related staff development to support staff. Performs related work.. Reports to: Senior Director of Finance and Operations. Direct Reports: Data Administrator, I.H.S. Administrator, Consultants. Key Relationships: Manages and maintains a close working relationship with the New York State Education Department (SED), Division of Instructional and Information Technology (DIIT), Office of the General Counsel (OGC), Borough Center Offices (BCO), Financial Systems and Business Operations (FSBO), and Committees on Special Education (CSE).. Responsibilities. Oversee Department of Education's I.H.S., ensuring that the system is able to continue to expand as necessary in order to monitor and implement the workload as it increases over its current capacity of over 5,000 claims and over 3,000 decisions.. Oversee budget planning and other resource allocation regarding the Impartial Hearing System.. Manage and oversee the system redesign and ensure a seamless transition to the new I.H.S.. Manage the day-to-day activities and performance of the Impartial Hearing System.. Serve as the conduit between the customer community (internal and external customers) and the software development team through which requirements flow.. Manage the vendor relationship.. Propose enhancements and coordinate financial and human capital allocations for the I.H.S.. Perform Project Management and Quality Assurance tasks to oversee successful implementation of I.H.S.. Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.. Lead requirements analysis and verification, ensuring that requirement statements are complete and verifiable, and that they conform to standards.. Serve as the primary point of contact for issue and incident management.. Recommend policy modifications for the use of the I.H.S.. Responsible for access management.. Effectively and efficiently plan and prioritize all deliverables and resources working on the project based on scheduled milestones.. Plan, organize and control the activities of the I.H.S.. Document and communicate project status to clients, team members and senior management on a regular basis; escalate issues accordingly via the appropriate channels.. Qualification Requirements:. Minimum. A master's degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in \"1\" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in \"1\" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or. Education and/or experience equivalent to \"1\", \"2\", or \"3\" above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in \"1\" above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.. Expert proficiency in Microsoft Excel and highly proficient or expert with Microsoft Word, PowerPoint and Access, including the design of complex reports and queries.. Ability to work with data systems created by a broad array of programmatic partners.. Ability to develop thoughtful and creative approaches for addressing a wide range of data-driven questions.. Excellent written and oral communication skills, including public speaking.. Excellent interpersonal skills in dealing with education and non-educational personnel, internal and external to the DOE.. Strong attention to detail and extremely well-organized, with the ability to meet frequent and changing deadlines.. Preferred. Familiar with the network operating system, software, and hardware used by the NYC DOE. Advanced knowledge in computer systems, networking, and applications across all platforms.. Experience or accreditation with database management and publishing software.. Experience with managing a multi-user database.. Understands the use of social media, e.g. Facebook, Twitter, Google+, and blogging.. Knowledgeable in the current climate and trends of technology and information systems.. Ability to think strategically and translate insights into action; project management experience.. Ability to work on multiple projects simultaneously.. Experience with data visualization or design.. Ability to clearly communicate and document technical work to a variety of stakeholders.. Basic understanding of the primary technologies that undergird the use of technologies, e.g., Wi-Fi, school networks, major operating systems, etc.. Internal candidates preferred.. Salary: $85,872+.
