The Division of Services will provide a quality program of individualized rehabilitation services, educational consultations, technical assistance, and instruction that will empower eligible individuals to achieve their desired levels of employment and independence consistent with their abilities and informed choices.
The Vocational Rehabilitation Counselor will provide Vocational Rehabilitation Services to individuals who are eligible blind, visually impaired, and/ or deafblind (youth, students with disabilities, adults) in order to facilitate competitive and integrated employment outcomes. Provides vocational guidance and counseling to determine applicants’ eligibility for vocational rehabilitation services, and to plan, develop, implement, and manage a vocationally focused Individualized Plan for Employment for eligible individuals resulting in successful employment outcomes.
Works with job ready individuals to help them achieve employment outcomes. Provides job placement and other services to individuals to assist them in obtaining, maintaining, or regaining employment. Participates in regional outreach activities to increase job opportunities by promoting the abilities of individuals who are blind, deafblind, or vision impaired.
Manages individual cases through the rehabilitation process (referral to case closure). Enters appropriate data into the case management system and documents the case record to reflect case activity and services provided in the appropriate statuses. Plans, authorizes, and provides services in compliance with established policies and procedures outlined in the Vocational Rehabilitation Policies and Procedures Manual.
This position is located in Fishersville, Virginia and territory coverage for the recruiting caseload will cover the following cities/counties: Albemarle, Culpeper, Fauquier, Fluvanna, Fredericksburg, Greene, Louisa, Madison, Orange, Rappahannock, Spotsylvania, Stafford.
The agency has the option of filling this job at the Counselor I (Trainee) level if fully qualified applicants are interviewed and not selected or if no qualified applicants are qualified for the Counselor II position. The minimum salary for a Counselor I (Trainee) is $30,239. The minimum salary for a Counselor II (fully qualified) is $47,476.Minimum Qualifications
Master’s, Specialist, or Doctoral degree in Rehabilitation Counseling or closely related field required.
Knowledge – knowledge of theory, principles, and practices of rehabilitation guidance and counseling, interviewing, evaluation techniques, psycho-social assessment, medical terminology, crisis intervention, conflict resolution, behavioral management, career exploration/development, job placement, case management, rehabilitation/assistive technology, and alternative techniques that enhance the independence of blind or visually impaired individuals.
Abilities – ability to understand tests and their measurements, validity, reliability, and statistical procedures, barriers to employment, regional labor market, employment trends, occupational skill requirements, community resources’ criteria and procedures, diversity factors, economic development resources, job analyses, procurement practices, school to work transition, Social Security Administration guidelines and work incentives, and the Americans with Disability Act, arrange and interpret diagnostic evaluations, apply counseling theories and principles, apply program, agency, and state policies and procedures, manage a caseload, meet multi-tasked job demands, represent the agency in a variety of settings, function without close daily supervision, set daily schedule, integrate and effectively use data, effectively make presentations to groups, and communication to establish effective relationships with individuals, the public, and agency staff.
To be considered as a Counselor I (Trainee), individuals must have a Bachelor’s degree in a human services or related field and applicable work experience, and enrolled in a Masters in Rehabilitation Counseling or closely related field with a significant amount of course work being completed. An individual hired as a Counselor Trainee will be required to sign a Conditions of Employment and must enroll within six months of being hired in an academic program to obtain a Master’s degree in Rehabilitation Counseling or a closely related field. College transcripts must accompany application and must display the date the degree (Bachelor’s) was awarded.Preferred Qualifications
